Classification Description Summary

Under direction, oversees and coordinates various operations, services, and activities of the City of Reno's Public Art Program and a wide variety of services and activities of the Arts, Culture and Events Office and Reno Arts & Culture Commission and its Committees; implements program goals and objectives; oversees assigned part-time staff; and performs a variety of administrative tasks in support of Reno's Arts, Culture & Events Department.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Assists in the coordination and administration of Reno Arts, Culture and Events programs and related activities including arts advocacy and community outreach activities, arts funding program administration, arts education program administration, art exhibition and collection management, communications and promotional activities, and performs related work as assigned.
Conducts extensive community outreach efforts; develops methods and opportunities for community input and participation; organizes and facilitates workshops, classes and public presentations; serves as a liaison between artists, City Departments/Offices, designers, architects, landscape architects and community groups; prepares and posts Reno Arts & Culture Commission and Committees meeting agendas and supporting documents; drafts reports and presents to the Reno Arts and Culture Commission, City staff, the Reno City Council, while reporting to the Arts, Culture and Events in the Office of the City Manager.
Develops, implements and oversees arts and cultural programs; recommends, develops, and implements short/long term-goals, objectives, and projects; creates and seeks partnership opportunities with nonprofit organizations, schools and other organizations and businesses to advance the overall goals of the program, the Arts, Culture and Events Office; the Arts and Culture Commission and the City; evaluates and modifies programs for maximum efficiency and customer satisfaction by reviewing current standards and programs, conducting participant surveys and researching similar programs; and prepares and presents program reports.
Implement and manage Reno's Arts & Culture Master Plan and Reno Arts and Culture Commission Strategic Goals as adopted.
Researches, submits and administers applicable federal, state and local grants.
Maintains close working relationships with other City departments and contractors (project managers, architects, construction contractors, designers, etc...).
Develops and partners with Public Works on public art projects for City capital improvement projects involving the design and integration of artwork into the construction of public sites and buildings.
Manages public art projects at various stages of development (development of objectives and program parameters, writing requests for qualifications and request for proposals, oversight of selection process, artist and community outreach).
Manages all phases of the design, fabrication and installation of the artwork.
Serves in a consultative role on art project designs, specifications, construction methods and materials to artists, the Arts Commission, and others as required.
Attend and participate in professional organizations; maintain awareness of new trends and developments in the field of arts administration and public art; incorporate new developments as appropriate.
Prepares a variety of correspondence, regular reports, meeting minutes, press releases, outreach materials, and other written materials.
Administers artist contracts; project payments, and monitors the program's budgets and correspondence.
Administers contracts for consultant services related to public art program and Arts, Culture and Events activities such as consultant fine art picture framer, art installer, graphic designer and videographer.
Administers contracts including written and oral correspondence regarding contract compliance, and review and approval of completed work.
Assist with the coordination, inventory and maintenance of the City's collection of rotational artworks and temporary exhibitions in public spaces program.
Ensures proper operation and maintenance of the City's Public Art Collection and Galleries.
Schedules maintenance for assigned areas including cleaning, sweeping and vacuuming; maintains records and develop reports concerning public art activities.
Prepares and administers written and visual material for the Arts, Culture and Events websites, social media, brochures, e-blasts and other promotional item. In conjunction with OCCE.
Plans and conducts administrative or operational studies; determines information gathering processes; obtains required information for analysis; evaluates alternatives and makes recommendations.
Prepares reports and makes presentations.
Organizes and maintains project files, visual documentation and historical records.
Initiates public relations efforts and orchestrates all events related to project promotion. In conjunction with OCCE.
Attends the Reno Arts & Culture Commission and applicable Committee meetings as needed.
Acts for the Arts, Culture and Events Manager in his/her absence.
Oversees and coordinates various operations, services, and activities of the public art program.
Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for providing assigned public art services; implements policies and procedures.
Coordinates and promotes assigned public art programs and activities; participates in recruiting, selecting, training, motivating, and evaluating assigned part-time, contractual, and volunteer employees; provides staff training; works with employees to correct deficiencies; evaluates assigned staff; initiates disciplinary procedures as appropriate.
Monitors activities for the City's Public Art program; ensures adherence to sage work practices and procedures, in conjunction with Public Works (capital projects). Monitors program performance, recommends and implements modifications to systems and procedures.
Collects and accounts for program fees and registration; maintain appropriate financial records and prepares municipal, state and federally mandated reports.
Assists in the coordination and promotion of City sponsored events; hires and supervises food and beverage vendors, craft vendors and entertainment; arranges for rental needs including restrooms and lighting for specific art related programs (may not supplant City business license program).
Develops and maintains a handbook on special event permit processes and procedures; responds to inquiries regarding special events permit processes; hold special meetings to review special events permits; evaluates and revise policies.
Maintains records and develops reports concerning new or ongoing Public Art programs and program effectiveness; prepares statistical reports as required.
Participates in the preparation and administration of assigned budget; submits budget recommendations; monitors expenditures.
Uses standard office equipment, including a computer, in the course of the work; may drive a personal motor vehicle to attend meetings and visit off-site locations.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
A Bachelor's degree from an accredited college or university with major course work in Arts, Fine Arts, Art History, Arts Administration, Cultural Planning, Public Administration or a related field.
The equivalent of three years full-time professional experience in public arts programs, including experience working with the regional artists' community. (Additional professional experience in public arts programs may be substituted for the education on a year-for-year basis).
License or Certificate:
Possession of an appropriate, valid driver's license.
