Classification Description Summary


Under general direction, supervises and coordinates professional planning activities and operations of the Advance Planning or Current Planning section within the Planning Division of the Community Development Department; coordinates assigned activities with other divisions, outside agencies, and the general public; and provides highly responsible and complex staff assistance to the Deputy Community Development Director - Planning.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Coordinate the organization, staffing, and operational activities for professional planning activities and operations supporting City policies and implementation of the Master Plan.

Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.

Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.

Direct, coordinate, and review the work plan for assigned planning services and activities; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

Participate in the selection of professional planning personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.

Serve as an advisor and resource in planning issues; meet with citizens, developers, businesses, and various other groups to provide information on policy, procedures, planning requirements, opportunities and constraints; organize workshops and training sessions.

Direct current or advance planning activities and programs; meet adopted performance standards and requirements of law; develop and draft new ordinances; coordinate agendas for the Planning Commission.

Supervise the preparation of all staff reports and agendas; review reports for compliance with division standards; monitor submitted reports for timeliness; determine when agenda requests will be heard by the Planning Commission; advise City Manager's office of complexity of cases.

Oversee staff review of parcel maps, boundary line adjustments, site plans and subdivision maps for compliance with applicable laws and codes.

Supervise the review of building permits and business license applications; resolve complaints on review procedures, requirements and results; approve administrative changes.

Provide staff assistance to the Deputy Community Development Director - Planning; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.

Coordinate planning activities with those of other divisions and outside agencies and organizations.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of urban planning; incorporate new developments as appropriate into programs.

May serve as acting Deputy Community Development Director – Planning as assigned.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operational characteristics, services, and activities of an urban planning program.

Modern and complex principles and practices of urban planning.

Planning theory, principals, practices and trends.

Principles of supervision, training and performance evaluation.

Principles of municipal budget preparation and control.

Principles of supervision, training, and performance evaluation.

Principles and procedures of record keeping.

Principles of business letter writing and report preparation.

Pertinent federal, state and local laws, codes and regulations.

Ability to:

Coordinate and direct urban planning programs.

Supervise, direct, and coordinate the work of lower level staff.

Select, supervise, train, and evaluate staff.

Recommend and implement goals, objectives, policies and procedures for providing professional urban planning services.

Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.

Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.

Participate in the preparation and administration of assigned budgets.

Plan and organize work to meet changing priorities and deadlines.

Effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit.

Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.

Supervise, organize and review the work of lower level staff.

Direct advance planning or current planning section activities and programs.

Initiate and implement highly complex planning theories and concepts.

Ensure compliance with established planning codes, laws and regulations.

Collect and analyze data pertinent to planning issues and make appropriate recommendations.

Read and interpret various plans and maps.

Interpret and explain City policies and procedures.

Prepare clear and concise reports.

Work in a team based environment to achieve common goals.

Coordinate multiple projects and complex tasks simultaneously.

Meet the physical requirements to safely and effectively perform the assigned duties.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


A Bachelor's degree from an accredited college or university with major course work in urban/regional planning or a related field.


Four years of professional urban planning experience including one year of administrative or lead supervisory responsibility.

License or Certificate:

Possession of an appropriate, valid driver's license.

Possession of AICP certification from the American Planning Association is desirable.

Environment: Work is performed primarily in a standard office setting with some travel from site to site and exposure to an outdoor field environment.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate a motorized vehicle; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
