Classification Description Summary
Under general supervision, performs a variety of technical and para-professional planning and engineering functions supporting the review and approval of building permit documents and planning cases; responds to questions and inquiries from the general public regarding planning and engineering policies and regulations.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Prepare maps, charts, graphs and statistical exhibits for inclusion in planning reports and publications; perform plan checking for conformance to City ordinances.
Review building plans for completeness, accuracy and evaluate, and approve new civil construction and alteration plans to ensure conformance with applicable zoning codes, contact applicants to advise them of additions, deletions and/or corrections necessary to ensure conformance with current codes.
Assist in the preparation of studies and perform other tasks as assigned in support of professional planning staff; collect, verify and compile land use data from existing descriptions, maps, field surveys, reports and records from other agencies.
Provide information and assistance to engineers, architects, developers, contractors and the general public by telephone, at the service counter or in writing on engineering and planning services and activities.
Respond to inquiries regarding City zoning ordinances, applications, and other related matters; research maps and records, and to general inquiries and complaints; ensure issues are resolved in a timely and efficient manner.
Perform field inspections on assigned projects; ensure work performed complies with project plans, specifications, standards, contracts, and City codes and ordinances; notify contractors and developers of needed changes for compliance, enter information into computerized program and prepare notices and correspondence, as necessary.
Review Federal Emergency Management Act (FEMA) maps to determine if proposed structures are in a flood zone; notify developer of needed permits and certificates before construction begins.
Verify locations of utilities, easements, and property lines on City engineering plans and maps.
Serve as a plan checker for grading, utility and site plans involving engineering and traffic issues for all commercial and residential building permits; ensure compliance with applicable codes, ordinances and regulations.
Determine traffic impact fees for new developments; review and enter permits daily; prepare reports; balance all impact accounts to ensure proper fee collection.
Maintain manual and computerized records of planning cases; organize data for easy accessibility to planners and other staff; prepare maps, charts, graphs and statistical exhibits for inclusion in planning reports and publications; perform plan checking for conformance to City ordinances.
Perform technical review and processing of subdivision plans, plats, reports and documents; schedule recording to accommodate owners, developers and engineers; collect associated processing fees.
Conduct field surveys and investigations related to planning and zoning projects.
Participate in various special projects involving research, data collection and analysis as required.
Perform related duties as required.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Equivalent to the graduation of the twelfth grade supplemented by college level course work in planning, construction or a related field from an accredited college or university.
Two years of building or construction plan review experience.
License or Certificate:
Possession of a valid driver's license.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate a motorized vehicle; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
