Classification Description Summary
Under general supervision, performs a variety of routine, professional work in the research, data collection, and analysis of water resources; assists in the development and implementation of surface and ground water monitoring programs; applies professional knowledge in the anticipation, identification and solution of problems; and provides professional level assistance relative to assigned area of responsibility.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Identify pollution sources and assist in developing strategies to reduce contamination of water supplies.
Conduct Watershed Assessments and prepare reports that include stream surveys, physical description, land use, conclusions, and recommendations.
Determine impact of urbanization and deforestation in reducing water holding capacity and increasing flooding; evaluate the benefits of low impact development practices.
Design, implement, and maintain surface and ground water monitoring programs.
Utilize database, HEC, water quality models, and watershed models for assigned duties; review and generate comments on the hydrologic aspects of technical reports; compile technical and statistical data and prepare comprehensive written reports.
Assist in establishing project goals, objectives, and budgets; develop and execute special projects as needed.
Research and assist in the preparation of grant proposals or other funding sources.
Prepare a variety of concise and clear technical and administrative reports and correspondence; research information, prepare and make presentations to various government, business, and civic groups regarding watershed management.
Serve as liaison with other divisions, departments and outside agencies; serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
Attend and participate in professional group meetings; stay abreast of new trends and innovations in hydrology.
Respond to and resolve difficult and sensitive citizen inquiries and complaints.
Provide responsible staff assistance in the Engineering Department.
Coordinate and review the work of assigned staff.
Perform related duties as required.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
A Bachelor's degree from an accredited college or university with a concentration in Environmental Engineering, Hydrology, Hydrologic Sciences, Environmental Science or a closely related field. A Master's Degree in Hydrologic Sciences or in Public Administration or closely related field could substitute for the work experience.
Two years of increasingly responsible professional experience as a Hydrologist including one year of administrative experience.
License or Certificate:
Possession of an appropriate, valid driver's license.

Physical: Primary functions require sufficient physical ability and mobility to work in a field and office environment; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; visual acuity for reading computer screens, engineering plans and specifications; and to verbally communicate to exchange information.
